For twenty years, structural assessment in our region was a "good practice" conversation. Something responsible owners did, and everyone else postponed. That era ended this year — quietly, in two legal texts.
What changed in 2026
In Dubai: Law No. (3) of 2026 on Building Quality & Safety is now in force. Buildings reaching 20 years from their completion certificate must obtain a Quality & Safety Certificate — built on a technical assessment report, with binding rectification timelines. Repeat violations carry fines that reach into the millions.
In Abu Dhabi: occupancy-certificate procedures are already being enforced. The grace period for owners and property management companies runs only to 16 September 2026. After that, administrative fines reach AED 1 million.
Between these two texts, a simple truth: the question is no longer whether your building will be assessed. It is who controls the findings when it happens — you, or the timeline of an enforcement notice.
What owners who move early actually gain
